Chichester Board of Selectmen
SELECTMEN’S MINUTES
March 2, 2004   

PRESENT: Chairman Colbert, Selectman DeBold, Selectman Arey and Administrator Lisa Stevens

Chairman Colbert opened the meeting at 6:00pm.    

SUBJECT: Department Heads
PRESENT: David Kenneally, Mike Paveglio, Dave Paveglio and Bob Kitson

HYW – The Road Agent requested permission from the Board of Selectmen to post the roads with a 6 – ton weight limit for the purpose of mud season to prevent further damage to the sides of the roads.  Motion Selectman Arey and seconded by Selectman DeBold to post roads during mud season with a 6-ton weight limit to prevent further damage to the roads.  All were in favor.  

There is a large concern over a culvert that is more than half collapsed on the Blue Seal Feed Store end of Kelley’s Corner Road.

Deputy Paveglio thanked the road agent for removing the trees at the Fire Station.  

Chairman Colbert brought to the attention of the road agent, that a yellow approach sign on Route 4 still indicates the name of the road as Towle/Mason.  Mr. Kenneally will contact the state on this.

PD – Everything is running smooth.  All shifts continue to be filled.  Sgt. Martell will be covering while Bob is on vacation.

FD – Deputy Paveglio would like to receive a monthly address update for the fire department.  This is still a valuable tool for emergency calls.  Dave Paveglio will share the report printed from Civicware to determine if this is a workable format. Deputy Paveglio is working on a numbering ordinance.  Many residences do not have visible numbers.  A suggestion was made to make this a community project; perhaps selling reflective signs, and asking the scouts to be involved.

A satellite dish has been installed on the Fire Station with grant money received from the State for the purpose of a Fire Training Channel.  This is the only channel available for viewing and is a valuable training tool. Deputy Paveglio will be looking for grant money from the Fire Service for dry hydrants.
The individuals abusing the phone have been spoken to and are making restitution.  The department has addressed the issue.

BI – Mr. Paveglio wished to thank the fire department members who assisted him in the final inspection at Gary’s RV.  The entire inspection was very thorough and last approximately two and a half hours.

Chairman Colbert gave kudos to all departments cooperating with inspections for this building project

SUBJECT: Supervisors of the Checklist
PRESENT: Barbara Frangione, Millie Becker and Shirley Waters

The supervisors are in need of a new computer setup.  The Board had authorized the supervisors to purchase a new printer, however the current operating system on the laptop they are using is not compatible.  It is too outdated.  The Federal Government will be providing town’s with the updated software by next year, but the town needs to purchase  the hardware.  The Board supported this purchase and will amend the budget on the floor of town meeting for this increase of approximately fifteen hundred dollars

   
SUBJECT: Mobile Home- Horse Corner Road
PRESENT: Barbara Clark

Ms. Clark is the tenant that resides in the mobile home owned by Ms. Fournier.  She asked the Board to consider extending the April first deadline for eviction to allow her son to finish out the school year at Chichester school.  She informed the Board there are four smoke detectors in the home; two are hardwired and two are battery operated.

The Selectmen agreed to extend the deadline until July 1, 2004 if, Ms. Clark contacts the fire department to have a complete fire/safety inspection of the mobile home and the Selectmen’s Office receives that satisfactory safety report from the Fire Department by April 1, 2004.  The Board does not want to create a hardship for the young child.  A letter will be forwarded to Ms. Fournier with the Boards decision; however she has final say as the property owner.  

GENERAL BUSINESS/BOARD DISCUSSION:
   
Selectman DeBold is meeting with Taskers Well Company in the morning to review options for repairing the well and irrigation system at Carpenter Park.

Selectman DeBold has researched guideline for Discretionary Preservation Easement and has received a great packet from the Town of Lyme. He asked the other members to review and make comments.

The girl scouts, under the direction of leader Theresa Downey, will be overseeing the management of the Food Pantry.

There will not be a Board meeting next Tuesday night due to town elections.  The Selectmen will hold a work session on Thursday, March 11 at noon at the library to review agenda for town meeting.

Being no further business, the Chairman adjourned the meeting at 8:40pm.
